Resale Flat Renovation Cost: Why It Costs More
A full resale HDB renovation in 2026 typically costs about S$55,000 (3-room) to S$98,900 (5-room), more than a comparable BTO. The gap comes from hacking old finishes, rewiring ageing circuits and repairing spalling concrete. These are illustrative industry ranges, not quotes.
A resale flat gives you a bigger, often better-located home — but it usually costs more to renovate than a new BTO of the same size. In 2026 the illustrative full-renovation ranges are about S$55,000–S$68,300 for a 3-room resale, S$70,000–S$81,600 for a 4-room, and S$80,800–S$98,900 for a 5-room (works only, before furniture). These are compiled industry estimates, not quotes.
Resale vs BTO: the gap
A 4-room resale renovation commonly runs around S$20,000 more than the same-size BTO (about S$70,000–S$81,600 versus S$50,000–S$60,000). The difference is not fancier finishes — it is the preparation work an older flat needs before the visible renovation even begins.

The hidden line items
- Hacking old floor and wall tiles. Removing and disposing of existing hard flooring adds roughly S$3–S$8 per square foot, plus S$1–S$3 per square foot to re-screed. On a whole flat that is thousands of dollars before a single new tile is laid. If the existing tiles are sound, you can often overlay vinyl or new tiles instead and skip this entirely.
- Electrical rewiring. Older circuits may not handle modern appliance loads. A Licensed Electrical Worker (LEW) should inspect first — you may only need to add or move a few power points (about S$90–S$150 each) rather than a full rewire. All wiring work must be done by an EMA-licensed worker (electrical rules).
- Spalling concrete repair. In older flats, corroding reinforcement bars make ceiling concrete crack and flake, especially in bathrooms and kitchens. It must be treated, not painted over.
- Sub-surface surprises. Water damage or old leaks are often found only after hacking, so a contingency matters more here than in a BTO.
Where to spend and where to save
You do not have to overhaul everything. Keep floor and wall tiles if they are in good condition; overlay rather than hack where possible; and prioritise rewiring and concrete repair over luxury materials. Reserve built-in carpentry for the kitchen and essential wardrobes. Because of the extra labour, a resale renovation also tends to take a little longer — around 8–11 weeks.
